All government recruitments likely through TSPSC

All recruitments in the Telangana government, including the local bodies and government-owned organisations, may be done by the Telangana State Public Service Commission (TSPSC), if the thinking of the higher-ups fructifies.
Such a decision will cut down the multiple recruiting agencies in TS and make all government recruitments, including the temporary staff, through single entity. The idea is being adopted from the Kerala Public Service Commission (KPSC), said to be the largest PSC in the country in terms of recruitment and departments covered.
A team of the TSPSC recently visited Kerala to study its model. Sources said the committee will submit its report within two days and is said to be pretty impressed with the functioning of KSPC, and is likely to suggest adopting the best practices there.
“We will discuss the recommendations of the committee after the report is submitted before forwarding the same to the government for brining changes here,” a senior official of TSPSC said, wishing anonymity.
The Commission observes that a new State of Telangana must change its old policies in recruitment completely. The burden on candidates must be lessened at any cost and the system has to be streamlined for transparency and building confidence.
But, there is also an apprehension of facing opposition from departments like the Police, Electricity Board, RTC and Singareni Collieries that have separate recruiting methods.
Even recruitment of teachers, which is done on a massive scale, is handled by the School EducationDepartment and concerned district administration.
Though police officers’ recruitment is done by TSPSC, recruitment of constables and sub-inspectors lies with the Police Department.
Similarly, jobs in RTC and Singareni Collieries are handled locally where unions are strong and have their say. All this must be brought under TSPSC, feels a senior official.
TSPSC has the mandate to conduct all the recruitment tests, but the government has to bring in a law to make it binding.
